Licensing by Region: What to Look For
United Kingdom — the gold standard for player protection is a UK Gambling Commission licence. Lottery betting operators serving UK players (such as Lottoland and LottoGo above) must hold one, and you can verify any licence number on the UKGC public register. Note that ticket concierge services typically serve UK players under European licences rather than UKGC ones, since the National Lottery itself is a protected monopoly in the UK.
Europe — the Malta Gaming Authority (MGA) is the most respected pan-European regulator for lottery services, with Gibraltar a close second for betting operators. Curaçao licences are common for internationally-focused concierge services; they're legitimate but offer lighter regulatory oversight than the MGA or UKGC, which is worth weighing.
United States — there is no national licence. Lottery couriers are regulated state by state: New York, for example, formally licenses couriers through its State Gaming Commission, with financial controls and compliance audits, while other states permit, prohibit or simply haven't ruled. Lottery betting on draw outcomes is not legal in the US — only the official courier model. If you're in the US, use a courier operating in a state that regulates it.
Canada — being upfront: there is currently no licensed third-party concierge or courier market in Canada. Provincial lottery corporations (such as OLG in Ontario and Loto-Québec) sell tickets online directly to residents of their provinces, and that remains the only regulated route for Canadian players to buy official tickets online.
Which Should You Choose?
If owning a genuine entry in the official draw matters to you — or you're in the US where betting isn't an option — a ticket concierge is the way to go. If you're in the UK and want lower entry costs, promotions and the same prize values without a physical ticket, a UKGC-licensed lottery betting operator is the more flexible route. Either way, the rule is the same: only ever play through a service whose licence you can verify, and check it covers your country.
